There are thousands of forms on GOV.UK. Some offer an excellent digital user experience but many document-based forms don't and may not be fully accessible.

It takes time and expert skills to build a new digital service, and given the scale of the problem it's going to take too long at the current pace to digitise all existing forms. Some teams don't even have the skills, budget or tools to do so even if they wanted to.
